연세대학교 아프리카 연구원 방사무엘연상 교수님과 정치외교학과 이인복 교수님의 지도로 운영되는 교양수업 “African Insights and Real-World Diplomacy” 가 2025년 가을학기에 개설되었습니다.

본 강의는 아프리카 각국의 대사님들을 특별 연사로 초청하여, 학생들과 일반 참가자 모두가 아프리카의 현실과 외교 현장을 직접 경험할 수 있는 뜻깊은 자리가 될 예정입니다.

11/20(목)에 진행된 강의는 Fall 2025 “African Insights and Real-World Diplomacy” (YCI1903-01) – Week 12 (11/20) : H.E. Emmy Jerono Kipsoi, Ambassador of the Republic of Kenya께서 특별 연사로 참석해주셨습니다.

강의에서 대사님은 케냐의 지리·역사적 배경과 식민지 경험, 영연방 가입 과정, 그리고 스와힐리어와 영어를 사용하는 다언어 국가로서의 정체성을 소개하며 강연을 시작하셨습니다. 이어 케냐의 새로운 외교정책 핵심 분야로 평화와 안보, 경제·통상, 해양 및 블루 이코노미, 과학·기술·혁신, 디아스포라, 문화·공공외교를 제시하며, 이 중에서도 기후외교를 최우선 과제로 강조하셨습니다. 현재 케냐는 전력의 약 93%를 재생에너지로 생산하고 있으며, 플라스틱봉투 전면 금지, 2032년까지 150억 그루 나무 식재, 10월 10일 ‘국가 식목의 날’ 제정 등 과감한 기후정책을 추진하고 있음을 설명하셨습니다.

아울러 케냐는 UNEP과 UN-Habitat 본부를 둔 환경외교의 중심지로서, 아프리카 기후정상회의와 ‘나이로비 선언’을 주도하고, 부채-기후 스왑, 탄소시장 개혁, 녹색 산업화 이니셔티브 등 다양한 글로벌 어젠다에서 선도적 역할을 수행하고 있다고 강조하셨습니다. 특히 아프리카가 부채 상환에 갇히지 않고 기후 회복력 구축에 자원을 투입할 수 있도록 기후재정 구조 개혁이 필요하다는 점을 강조해 깊은 인상을 남기셨습니다.

마지막으로 청년 혁신, 도시화 문제 해결, 핵발전·ICT 분야 협력 등에서 한국과의 파트너십이 중요하며, 이러한 협력을 바탕으로 지속가능한 미래를 함께 만들어갈 수 있음을 강조하시며 강의를 마무리하셨습니다.

향후 본 강의는 여러 주한 아프리카 대사 및 전직 대사님들의 초청 강연을 통해 아프리카와의 교류를 지속적으로 확대하고, 학생•교수•전문가가 함께 참여하는 지속 가능한 학문적 교류의 장을 마련할 예정입니다.

The liberal arts course “African Insights and Real-World Diplomacy,” offered under the guidance of Professor Samuel Yensang Bang of the Yonsei Institute for African Studies and Professor In-Bok Lee of the Department of Political Science and International Studies, was newly established for the Fall 2025 semester.

This course invites ambassadors from various African countries as special guest speakers, providing both students and the general public with valuable opportunities to engage directly with the realities of Africa and the practice of diplomacy.

On Thursday, November 20, the Week 12 session of Fall 2025 “African Insights and Real-World Diplomacy” (YCI1903-01) featured H.E. Emmy Jerono Kipsoi, Ambassador of the Republic of Kenya to the Republic of Korea, as a special guest lecturer.

In her lecture, Ambassador Kipsoi began by introducing Kenya’s geographical and historical background, its colonial past, entry into the Commonwealth, and its identity as a multilingual nation where both Swahili and English serve as national languages. She then outlined the core pillars of Kenya’s new foreign policy—peace and security, economic and trade diplomacy, the blue economy, science, technology and innovation, diaspora engagement, and cultural/public diplomacy—highlighting climate diplomacy as Kenya’s top priority. Ambassador Kipsoi emphasized that Kenya currently generates about 93% of its electricity from renewable energy, and is pursuing bold climate initiatives such as a nationwide ban on plastic bags, the ambitious plan to plant 15 billion trees by 2032, and the designation of October 10 as National Tree Growing Day.

She further explained that Kenya, home to the headquarters of UNEP and UN-Habitat, has become a central hub for environmental diplomacy. The country has played a leading role in the Africa Climate Summit, the “Nairobi Declaration,” debt-for-climate swaps, carbon market reform, and green industrialization initiatives. She stressed the need for reforming global climate finance structures so that African countries can invest in climate resilience rather than being constrained by debt repayment.

In closing, Ambassador Kipsoi emphasized the importance of partnership with Korea in areas such as youth innovation, urban development challenges, nuclear energy, and ICT cooperation, highlighting the shared potential for building a sustainable future together.

Going forward, this course will continue to expand engagement with Africa through invited lectures by current and former African ambassadors to Korea, establishing a sustainable platform for academic exchange among students, faculty, and experts.
