연세대학교 아프리카 연구원 방사무엘연상 교수님과 정치외교학과 이인복 교수님의 지도로 운영되는 교양수업 “African Insights and Real-World Diplomacy” 가 2025년 가을학기에 개설되었습니다.

본 강의는 아프리카 각국의 대사님들을 특별 연사로 초청하여, 학생들과 일반 참가자 모두가 아프리카의 현실과 외교 현장을 직접 경험할 수 있는 뜻깊은 자리가 될 예정입니다.

11/13(목)에 진행된 강의는 Prof. Jong-Dae Park, Visiting Professor, Yonsei University GSIS | Former Amb. to South Africa & Uganda | KDI School Visiting Professor 께서 특별 연사로 참석해주셨습니다.

강의에서 박종대 교수님은 아프리카의 잠재력과 한-아프리카 협력의 미래를 중심으로 심도 있는 강연을 진행해주셨습니다. 교수님께서는 아프리카가 단일한 대륙이 아니라 문화·정치·경제적으로 매우 다양한 공간임을 강조하며, 기존의 ‘아프로낙관론’이나 ‘아프로비관론’을 넘어 아프리카인의 주체적 역량을 중심으로 바라보는 ‘아프로현실주의(Afro-realism)’ 관점의 중요성을 설명하셨습니다. 아프리카는 세계 미개간 농지의 60%, 탁월한 태양광 에너지 잠재력, 풍부한 자원, 젊은 인구 구조를 갖춘 미래 성장 중심지임을 지적하며, 대륙 전반의 발전 가능성을 강조하셨습니다.

또한 강의에서는 한-아프리카 관계의 발전 과정도 함께 다뤄졌습니다. 한국은 개발도상국에서 선진국으로 도약한 경험을 기반으로 ‘창의적 소프트파워 국가’로 인정받고 있으며, 1960년대 의료진 파견과 태권도 사범 활동을 계기로 협력이 시작된 이후 KOAFEC, KOAF, KOAFIC 등을 통해 실질적 교류가 크게 확대되어 왔음을 설명하셨습니다. 특히 2024년 한-아프리카 정상회의는 한국 외교의 중요한 전환점으로, 48개국 참여와 33개국 정상 방문을 통해 한국의 국제적 조정능력(convening power)을 입증했으며, 무역·투자·핵심광물·에너지·교육·보건 등 다수의 협력이 구체화된 역사적 계기였음을 소개하셨습니다.

끝으로 교수님께서는 향후 한-아프리카 관계 발전을 위해 정권 교체와 상관없는 외교정책의 일관성 확보, ODA의 전략적·투자적 활용, 실용적이고 상호이익에 기반한 협력 구조의 필요성을 강조하시며, 한국이 글로벌 차원에서 더욱 주도적 역할을 수행할 수 있는 방향성을 제시해주셨습니다.

향후 본 강의는 여러 주한 아프리카 대사 및 전직 대사님들의 초청 강연을 통해 아프리카와의 교류를 지속적으로 확대하고, 학생•교수•전문가가 함께 참여하는 지속 가능한 학문적 교류의 장을 마련할 예정입니다.

The liberal arts course “African Insights and Real-World Diplomacy,” offered under the guidance of Professor Samuel Yensang Bang of the Yonsei Institute for African Studies and Professor In-Bok Lee of the Department of Political Science and International Studies, was newly established for the Fall 2025 semester.

This course invites ambassadors from various African countries as special guest speakers, providing both students and the general public with valuable opportunities to engage directly with the realities of Africa and the practice of diplomacy.

On Thursday, November 13, Prof. Jong-Dae Park, Visiting Professor at Yonsei University GSIS, Former Ambassador to South Africa & Uganda, and Visiting Professor at the KDI School, joined us as a special guest lecturer.

In his lecture, Professor Park offered an in-depth analysis of Africa’s potential and the future of Korea–Africa relations. He emphasized that Africa is not a single, uniform region but a continent of remarkable cultural, political, and economic diversity. Moving beyond simplistic “Afro-optimism” or “Afro-pessimism,” he highlighted the importance of “Afro-realism,” an approach that centers on the agency and capabilities of African peoples in shaping the continent’s development. He noted Africa’s substantial untapped resources—holding 60% of the world’s uncultivated arable land, exceptional solar energy potential, abundant natural resources, and a young demographic structure—underscoring its significant future growth prospects.

Professor Park also traced the evolution of Korea–Africa relations. He explained that Korea, recognized as a “creative soft-power nation,” has drawn considerable interest from developing countries due to its own journey from poverty to advanced economic development. Beginning with medical teams and taekwondo instructors dispatched in the 1960s, Korea’s cooperation with Africa has expanded substantially through initiatives such as KOAFEC, KOAF, and KOAFIC. He highlighted the 2024 Korea–Africa Summit as a major turning point in Korea’s diplomacy, demonstrating Korea’s convening power with participation from 48 countries and 33 heads of state, and resulting in numerous concrete agreements in trade, investment, critical minerals, energy, education, and health.

Finally, Professor Park emphasized the need for Korea to maintain consistency in its Africa policy regardless of political transitions, adopt a more strategic and investment-oriented approach to ODA, and establish practical, mutually beneficial cooperation frameworks. He concluded by outlining pathways through which Korea can play a more proactive and influential role in global affairs.

Going forward, this course will continue to expand engagement with Africa through invited lectures by current and former African ambassadors to Korea, establishing a sustainable platform for academic exchange among students, faculty, and experts.
